What have witches to do with Punch and Judy?

For long hair on puppets it is normal to use wool. Why you should think it not strong enough I can't imagine. What are you going to do with it? There are dozens of different thicknesses and types of wool from rug wool to fine stuff for delicate children's wear.

You could also use theatrical crepe hair, but I don't think that this would be anywhere as good as wool for a witch's wig. If you really must have something stronger you could always use string and dye it.

Other possibilities are rag strips, raffia or plumber's hemp.

One thing I should have warned you - don't try and use the hair used for human or dolls wigs for puppets. Oops, too late.
